" T&e'dbject of this bill is to^provide protection for the public health,, in towns,.. Tillages, and populous districts of the province. ■ '■ ' ' .'.'" ; It provides that upon the petition of not less than twenty qualified electors in the district, being not less than two thirds of tlfe resident electors, the Superintendent, with the advice of the Executive Council may proclaim the district to be a sanitary district, always limiting its area to six square miles. The Road Board to be the Board of Health under the Act for each proclaimed district, Such Board of Health shall from time to time inspect the district or districts for which it is appointed and cause information to bo laid in case of the breach of any laws or regulations in force for the protection of the public health. • The Boards of Health, shall have power to make by-laws for ensuring the public health, safety, comfort, and recreation of the districts, and for the more speedy and effectual abatement of nuisances therein; such by-laws to nave the same force and effect as if incorporated in the Act. Before being operative by-laws must be confirmed by the Superintendent and Executive Council, and such confirmation shall be published in a Provincial Gazette and some newspaper circulating in the dis-~ trict at-least one month previous to the bye-laws taking effect. ; : Boards of Health may make by-laws fixing penalty not exceeding 40s. which may be recovered in a summary way before any Justice of the Peace upon the complaint of any member of the Board or of any constable or of any inspector of nuisances or any other person appointed by the Board. The constables =6r inspector of nuisances shall lay information on circumstances coming under their own knowledge, I arid summon necessary witnesses. ; : [A clause will likely be added for the purpose of enabling Boards to levy a small rate for the expenses of the Act. A rate could be collected along with the Eoad Sate, so that no additional expense would be required.] • :. :
