lie liter's Telegrams. (Received October 5, 9.40 a.m.) WASHINGTON, October 4. A neutral diplomat declares that before the winter is over there will be. a terrific naval action in the North Sea. The Allies' drive had caused criticism in Berlin, and the German Cabinet, wishing to strengthen confidence, would precipitate another Jutland battle.
