PACT TO OUTLAW STRIFE

FRANCE AND AMERICA LONDON, Tuesday. Opinion in France respecting the American proposals for a pact with France to outlaw war has not yet crystallised, but newspapers of diametrically opposed views agree that the rc ovations in the draft treaty do not leave much for arbitration.
