FRANCE AND GERMANY M. BRIAND’S STATEMENT By C able. Press Association.—Copyright BERLIN The newspaper “Vossiche Zeitung” publishes an interview with the French Foreign Minister, M. Briand, who says he hopes in 1928 to show progress toward a Franco-German rapprochement. He says the opponents of rapprochement are unable to suggest a substitute. In his opinion France will never find satisfaction in a policy of isolation and increased armaments. He says: “The only alternative to a rapprochement consists in armaments ad infinitum, and the rejection of understandings with former enemies. Such a policy manifestly leads to war. “It is easy to start a war. I want to prevent war. Germany is a great country and cannot be ignored. The o ly g od or possible policy is for the conqueror to negotiate with the conquered.”—A. and N.Z.
