General Maas promises to release the Americans and British, held at Cordoba. Several women and children are prisoners. The Canadian who was briefly, detained at Cordoba asserts that drunken gaolers threaten, the lives of the Americans nightly. Admiral Fletcher informed General Maas that he would hold him responsible for their eventual safety. General Funston, commanding five thousand American troops, has arrived here. Washington, April 28. Diplomats met at the Argentine Legation to discuss the peace proposals. The Cabinet was also convened. The President expressed gratification at the prospects of peace.
