Both groat parties desired to take the dominions frankly into their confidence on questions of foreign policy in order r„o ensure their approval even more •ffiau their active co-operation. The point was whether better organised ao-opsration for common purposes, including defence, was possible or i ot. The answer must come from the dominions.
