In tho House of Lords the Copyright Bill was read a second time. (Received 2, '8.5 a.m.) London, November 1. In tho House of Commons, Mr. Ac•land. in reply to a question regarding the treaty made with Italy in 1883, said Britain was seeking to amend the treaty in order to secure to the selfgoverning Dominions tho power of separate withdrawal they enjoy in all recent treaties.
