THE GERMAN ARMY.
MUCH OVERRATED
London, November 1. “The Times’ ” military expert, after witnessing the German and French manoeuvres, forms the conclusion that tho German Army is much overrated, and that German authorities ire much mistaken as to its invincibility. Apart from its numbers and confidence in itself and its high organisation, there is not at present my signs of superiority over the host foreign models. In some ways it does not rise above a second-rate army, and had trained itself stale. The German artillery is much inferior to tho French.
