SPECIAL CONSTABLES.
HOME OFFICE’S PLAN. London, September,-, 20. Tho Horae Office has elaborated a scheme for registering special constables for emergency duties, enabling police reservist's to join, tho colours iu war time, and .'giving confidence to the public in regard to protecting the life and property of tho people without military aid. Strikers will be eligible for enrolment, as they are concerned in suppressing hooliganism, which is discrediting to their cause. ■ ; Tho pesion clauses in relation to tho regular police apply to special constables killed or injured: They will also receive payment for their services.
