A PERTINENT POINT. London, July 15. Tire “Times,” commenting on the Yolkstem article, states that to ask whether the dominions’ neutrality is useful to England is really asking whether it is an advantage te either the dominions or the Motherland for the dominions to be parts of the Empire at any time. No one could suppose the neutrality cf the dominions would be lespcci-f d u a Power were warring with England and .desired to assail them.
