GERMANY’S FOURYEAR PLAN
SHORTAGE OF ESSENTIAL MATERIALS LONDON, April 23. The Berlin correspondent of The Daily Telegraph says that the first stages of the German experiment in self-sufficiency have caused a shortage of numerous essential articles and the employment of inferior materials, for which an increased price is usually demanded. . The authorities, declaring that the difficulties are transitory, have commandeered large quantities of barley from the breweries, which it is feared will affect the quality and the quantity of Munich beer. They have also ordered the breweries to replace 50 per cent, of their motor -transport with horses because of a shortage of motor tyres, although another difficulty will be created, because fodder is lacking. Even amateur poultry keepers are killing their fowls because food is not obtainable. The shortage of cotton has produced a decree ordering its replacement by synthetic wool made from cellulose which, if not previously laundered and worn next to the skin, causes a rash. It also requires care in washing because it rips when wet.
