DIMINISHING BIRTH RATE.

(United Press Assn.—Telegraph Copyright.) (Rec. 6.40 p.m.) London. August 10. Mr R. Rankin, a member of the House of Commons, in a letter to The Times declares that the Empire’s diminishing birth rate is producing a trisis.

He contends that the Dominions, in order to convince the critical outside world that they are genuinely filling their empty spaces, would be prudent if they doubled their population about every 35 years.
