FOREIGN LOANS
REDUCTIONS PROPOSED. (United Press Assn—Telegraph Copyright). (Rec. 6.30 p.m.) Washington, April 18. Senator Borah has introduced a Bill prohibiting any new public or private United States loans to foreign governments except on the American continent. He asserted that any money loaned to Europe was in aid of war. The Bill provides as i maximum penalty a fine of 100,000 dollars and ten years’ imprisonment for a person or firm making a loan, but this does not apply to renewals or adjustments of existing indebtedness.
