POSITION MORE DIFFICULT. (United Press Assn.—By Telegraph—Copyright.) (Rec. 7 p.m.) London, June 23. The British United Press correspondent at Rome says that as a result of the Pope’s outspoken reference to spying, the Government, is redrafting a fourth note in stronger terms. Official feeling is that the Pope’s speech has made the position decidedly more difficult. “It is not only in Russia and Mexico that the Church is being persecuted,” said the Pope addressing 700 members of the congregation for the propagation of the faith. “Far from the attempt to restore tranquillity in Italy there are efforts to maintain a menacing horizon. Nine thousand Fascists have been called out to prevent the youthful members of the Catholic Action Party meeting even in silence. The bishops’ report discloses the hateful intensification of watching, spying and continual threats disturbing the community’s life.”
