COUNTERVAILING DUTIES. (By Telegraph—Press Assn.—Copyright.) (Australian and N.Z. Cable Association.) CAPETOWN, February 16. The action of the Indian Legislative Assembly in imposing a countervailing duty on South African coal is generally accepted here as retaliation for the Union’s alleged anti-Asiatic policy. It is pointed out, however, that the Indian exports to Africa largely exceed the African exports to India. Moreover they consist mainly of articles of Indian consumption, therefore the adoption of the retaliating policy by the Union would not only affect Indian trade but have a disastrous effect on Indian traders in the Union.
