(Received May 3, 8.30 p.m.) A Los Angeles telegram says in a byelection, Captain Fredericks was elected to the Federal Congress on a platform, the chief of which was that the United States should join the World Court. Captain Fredericks, in a policy speech, declared that he would not care to go to Washington unless his constituents endorsed the court. •
