ADMINISTRATIVE CHANGES AN ADVISORY BOARD ASSERTION OF CABINET CONTROL. (Special to the Times.) WELLINGTON, May 5. The statement made yesterday by the acting Minister of Railways is being interpreted here to mean that the changes in policy are not going to involve the retirement of the present General Manager of Railways. An important part of the scheme that being considered by the Government is the appointment of a board of business men to advise or assist in the management of the railways, but just what the scope of this board will be has not been revealed. Commercial men in Wellington are not disposed to believe that a purely advisory board will be of much use unless there is a reasonable assurance that the recommendations of this body will be received sympathetically by the Department. It may be assumed that one result of the discussions that have been proceeding wil be the definite assertion of the Cabinet’s control of railway policy, but Ministers are not experts in railway management, and the board may be required to assist them in matters of detail
