KusfUan Minister of Foreign Affairs, has nssurcd the Americnn ambassador to Russiu that it was untrue that Kus«ia hint demanded that China should refuse the request of other Powers for treaty rights and consulates in Manchuria. Russia did not intend to exclude other countries from the trading advantages they now- eojoyed. or to confer exclusive privileges on Russians. Washington officials accept Lamsdorff's disclaimer. They are not enquiring if it means n. complete change of policy. The Time-"' Pfckin correspondent says Russia demands that tho navigation of the Lmnho river. Manchuria, be restricted to Chinese and Russian vessels. The Times says Russia's sweeping denials overshoot the mark.
