Ilt has been asked how the Ministry are going to manage the affairs satisfactorily, seeing that one half of the Government . are not supporters of the otber half. It ib quite certain that if the Government : come back from tbe country with a majority the personnel of tbe Ministry will have co be materially altered before a satisfactory administration can be formed. The petitioner asked for an inquiry into the., rejection of his off er for the construction 'ot light rai_ways""which was gent in to the late Provincial Government of Otago.
