PROPOSED REDUCTION OF INTEREST. ___ ' 0 United Press Association—By Electric Telegraph—Copyright. Washington, March 21 Mr D F Houston, Secretary to the Treasury, advocates reduction in the rate of interest on American loans to the Allies from five per cent to 4% per cent, and deferment of the payment of interest for three years. He also suggests the conversion of loans into bonds with a currency of twelve years, deferred interest to be compounded.
