BRITISH PARLIAMENTARY PROCEDURE.

London, Feb 20 newspapers deprecate the proposal which the Government accepted with alacrity that the new rules of procedure permit the House personally to rise after questions, in order that members may attend Standing Committees. Newspapers describe the proposal as suicidal and say it is impossible to find a more certain way of depreciating Parliamentary currency
