PANIC IN PETROGRAD.
DEFENSE OF CITY IMPOSSIBLE.
GUNS IN APPALLING STATE.

The Russians in a panic evacuated Revel and Pskoff and the Bolsheviks hastily considered a scheme for defending Petrograd. When they assembled at the council table they learned, that the available guns were in an appalling condition, essential parts being missing in consequence of the activities of German agents in the early days of the revolution.
The troops were ordered to dig trenches outside the capital, but other counsels prevailed with the realisation that the city can easily he starved, as the Germans command the railway system. Allied Embassies are besieged by cnixous inquirers, who are informed’ that departure could be arranged for only in the event , of the Germans reaching Petrograd.
It is reported that forty-five German warships are steaming towards Revel, where troops are landing.
