The engineer added that on roads where considerable Hood damage occurred good work was being done with the labour available, but ii was practically impossible to obtain eitlr.v registered or unregistered men. He had made several requests through the Labour Bureau, but no men were available from either Gisborne or Napier and to get the balance of flood damage work cleaned up bv March 31 next would be impossible unless the council purchased a good bulldozer.
