“WAR PSYCHOSIS” LIMITATIONS OF LAW LONDON, July 22 “We are building bombers in vast quantities, not for peace, but for war, and whenever we consider their use we should be very careful to remember that we will be governed by a war psychosis and not by international law, which, like the gold standard, is unworkable in abnormal circumstances,” writes MajorGeneral J. F. C. Fuller, author of “The first of the League Wars,” and "The last of the Gentlemen’s Wars,” in the Spectator. “I am not attempting to justify the indiscriminate slaughter of men, women and children, but trying to show that the wartime use of aircraft is far more a psychological than a legal problem. "All the nations are openly preparing to bomb each other, all realising clearly that the results will be appalling. I think an agreement could be reached not to bomb noncombatants in certain areas. “The restricting of frightfulness might not prevail in a long war. because in such conflicts war psychosis rapidly develops."
