GOVERNMENT OF MALTA
NEW CONSTITUTION PLANS FOR COUNCIL (Reed. July 30, 1 p.m.) LONDON, July 29. The Colonial Secretary, Mr. Malcolm MacDonald, announced to-day that a new constitution for Malta was being submitted to the King in the form of letters patent. He said there was no question of restoring responsible government in any period that could at present be foreseen, but the people would have a considerable measure o£ participation in the conduct Of their own affairs. The Legislature would be known as the Council of Government. The Council of Government would consist of eight ollieial and 10 elected members and two members nominated by the Governor, who would preside over the council and have the casting vote and be able to restrict discussion on defence.
