TENSION IN SHANGHAI
SINO -JAPANESE FUELING VOLUNTEERS STANDING BY FEARS OF OPEN WAR (Elec. Tel. Copyright—United Press Assn.) (Reed. sept. 25, 1.45 p.m.) SHANGHAI, Sept. 24. The commander of the Japanese landing party has proclaimed a stale of emergency 1 , a form of martial law. throughout the districts of Shanghai, which were .chiefly concerned in the shooting of Japanese sailors. Troops who lire combing the region for the hiurderfcrs of .Japanese have handed over three suspects to the international police. Five huiidrbd additional Japanese marines have arrived arid have bretipied Japanese schools, which have been closed. The Sino-Japanese feeling is increasing in bitterness; and all foreign members of the international volunteer e'orjis are standing by in the event of a Bino-Japanese outbreak. British troops are patrolling the settlemeht and American marines are standing by in their barracks.
