THE SPANISH CONFLICT INTERNATIONAL EFFORT NO N -INTE RV E N TICK P. ACT SUPPORT OF LABOUR (British Official Wireless.) Reed. 2 p.m. RUGBY, Aug. 28. There is widespread support, in the press for the efforts with which the British Government associated itself for securing an alleviation from both sides of the suffering inflicted by the civil war in Spain. A telegram published yesterday from the Foreign Secretary, Mr. Anthony Eden, to Sir Henry Chilton declared the urgent desire of the Go\ eminent to play its full part, in any organised international effort, which might result from the suggested approach to the Spanish tbivernnioiit and the leaders of the rebel forces by the diplomatic corps if this approach succeeds. The Daily Telegraph wrote this morning : "It will do more good to Spain than any championship of cither of the causes at death grips. Of all horors of civil war the worst is its mercilessness. .Reprisal can only breed further reprisals even more hideous unless the voice of humanity bids both parties to stay tlieir hands.”

A conference of the Parliamentary La hour. Party, the general council of the Trades Union Congress, and the national executive of Hie Labour Party gave its approval to the principle of non-interven-tion in Spain. It did so, alter expressing regret that the embargo on the supply of arms to Spain had the effect, of seeming to place the recognised Government, of Spain and the rebel forces on the same footing, because the agreements among the European Powers not to intervene would lessen the international tension and the dangers of war inherent in the situation arising from the Spanish crisis. A statement issued after the conference emphasises the importance of the nonintervention agreements being applied immediately and loyally observed by all parties, and the desirability o) tlieir execution being effectively co-ordinated and supervised.
