Signor do Miehilis, the Italian chairman, had to warn tho delegates to moderate their language. Pointed remarks were made about the action of the Government in withdrawing their entire delegation, and Mr Arthur Haydny, the leading British delegate of the Workers’ Group, declared that “Germany has fallen to the culture of terrorism, and the manners of the pigsty.’’ “We are determined,” ho added, “to fight, .against tho forces of reaction that have arisen in Germany and that are threatening our colleagues.”
