WAR DEBT HOLIDAY U.S. LEADERS CONFER (Received Nov. 23, 2 p.m.) WASHINGTON, Nov. 22. Mr Hoover talked over war debts, with Mr Roosevelt at White House today, but found Air Roosevelt still of the opinion that the immediate question of the December 15 payments is ,a problem for the present; administration. It, was learned from associates of Mr Roosevelt that he still felt that the decisions to he made now are 'the decisions of Mr Hoover. Air Roosevelt indicated during his campaign that he wanted to remain free to deal with the whole question of the foreign situation as one piece. He will hold a conference late tonight- with the Speaker, Air Garner, and the Democratic leaders in the Senate and the House.
