Shipowners in Melbourne, acting upon legal opinion, are re-engaging volunteer labor from the Permanent and Casual Wharf Laborers’ Union, despite, the Government's regulation enforcing preference to members of the Waterside Workers’ Federation. Mr. Brennan, the Federal Attorney(leneial, warned the shipowners that the Government's regulation in still valid, notwithstanding the Senate’s rejection. The .shipowners, however, have been advised differently, and decided to put the regulation to a test.. Litigation is likely.
