GERMAN RECOMMENDATIONS BERLIN, April 5. A special commission appointed to report oil the possibility of reducing unemployed recommends the .stoppage of long working hours with overtime, and restrictions Oil the working hours in certain trades to 40 per week; the refusal of permission to officials to earn money outside their occupations; and inducements to married women officials to resign their positions.
