STIERING UP TROUBLE (Received Feb. 4, noon.) MOSCOW, Feb. 3. M. .Dovgalcvsky has notified the French Government that General Koutcpoff's supporters were planning a raid on the Soviet Embassy with the object of causing a Franco-Rus-sian rupture. The Soviet press bitterly protests against hostile' French newspaper comments arising from the Kdutepoff affair.
