SOVIET AND MEXICO (Received Felt. 4, 10 a.m.) LONDON, Feb. 3. .Moscow announces that the whole of the Mexico legation's staff has departed. The newspapers at present are reviling the United States as the instigators of the rupture of RussoMexican friendliness and peaceful cooperation.
