M. Millerand, speaking at the Paydei Nome, said nothing would make France abandon,- her methods or her goal. Victory was not yet won, becauso tho fruits of victory were still being disputed by fraud and trickery. If the vanquished were allowed to baffle the victors there would be no such thing as justice or right in the world. Lo Temps, commenting on Colonel Amery’s and Mr. Chamberlain’s speeches, says: “The mere fact that the occupation of tho Ruhr appeared contrary to; British interests does not give Britain the right to oppose it. The occupation was carried out in accordance with the, treaty which Britain signed. Britain could not regard treaties as applicable only when they were not against British interests.” (Received July 30, noon.) LONDON, July 9.

Mr. Baldwin, the Prime Minister, in the House of Commons, said he hoped it would be possible to make a statement on reparations on Thursday.
