THINKS U S. MUST CANCEL DEBT IN END.

THINKS U S. MUST CANCEL DEBT IN END. * LONDON, Oct. B.—'' Why America must forgive her debtors" is the subject of an editorial in tho Outlook, which contends that world-trade cannot revive until tho inter-related international debts "which are pressing all countries," arc wiped out. The Outlook advances ihid formula for submission to America as the British viewpoint: "We Oo not ask you gon-tlf-iv.cn to cancel that billion-od I we owe you, out of generosity or idealism, out of iceouvntlon that we did more fighting'; than you did, or boi'.nuso we lent most of tho money involved to other nations who cannot pay it hack to us. In fact we do not ask you to cancel the debt at nil. We merely state our opinion that you will cancel it, not out of generosity or out of idealism, but out of sheer self-in-terest. Tho only question is, When will you do it? You must cancel it. for.until you do, your industries will bo crippled, your trade will bo at a standstill, and your people will bo out fit work. We make no suggestion beyond expressing tho opinion that tho sooner you look into the situation rmd do what you will have to do before long in any event, the better it will bo for you' and for us."
