It is stated that Herr Hertling's madden : speech m the Redohstag oh November 22 will contain a proposal for holding a preparatory Peace Conference at Berne, .each of the belligerents sending two delegates. The Vossische Zeitung- states : Now is the lime for Germany to offer an easy peace to Russia and Italy. They must see that Ehgland is unable to help them. Only the Central Powers can solve their food difficulties. .. ROME, Nov, 6. Telegrams from. Berne show that the efforts to evoke enthusiasm m Germany by bell-ringing and flags iri celebration of tihe invasion of Italy ended m disap-pointme-it. The people realise that it is more likely to prolong war than to bring peace. Many declare that success m Italy does not balance the reverses m the West, also that the masses of guns employed against Italy would be more useful m the West.
