NEW YORK, Nov. 5.
According to the Tribune, Washington has been advised that Prince von Buelow, for the Kaiser, is prepared to offer a general peace -to the Allies on the basis of the restoration of Belgium- and the cession of Alsace-Lorraine to France, and compensation to Russia.
