COOK COUNTY COUNCIL.
A special meeting of the Cook County Council was held to-day; present: Councillors T. Jex-Btako (chairman), J,. Tombleson, F.. il. Lysnar. D. J. ,Piu*ker, T. Holden, G. Reynolds, and G. fcj. Jones.
, The engineer said he desired the Council's instructions regarding certain contracts affected by the by-laws. . Tlie ordinary tyre by-law came into operatioii oju May 15. On April 1 tho by-la>v limiting tho load to .i_yd& to each pair of wheels (excluding 'the weight of vehicle) came into force., . On April 15 tho' Piibjic Works by-law- • -further reducing the weight of loads, camb ijito* iort'e. * It was o'yideret, tliat those, who had 'taken carting contracts could hot irontinuo with the latter by-law. Hitherto tho Council had sometimes given authority for the suspensipn , qt the by-law, b,ut^he toojc it that without such instructions ttye .by-law became" operative. He recommended thaA they should udhere tb the hy-Jaw, and, save the, roafls, . Cou^cillo^. agreed to this course,' arid, it was decided to instruct the engineer £o pay up the contractors, retaining a fair portion to ensure that the; contractors would resume m the spring.. The chairman said there wss another matter respecting land m. the Gisborne ridihjz" Mr Burnaitl wish to approach tho Council upon. — Cr Lysnar urged that before calling.' upon Mr Rurnard ho tho tight the Council shoidd not sell any of the land. The tinnj.was coining when they would require roadmen on allrpads ana' he>- Suggested the best way out . of the difficulty. wa 8 not to sell the land.— The Engineer' placed the plans of the road deviation nefene tho Council, the same lifting i;i,. respect •of the Ngakaroa road. He explained that it was proposed to sell -a. strip that was more than they required' v for their- own purposes. Mr, Burnard ; explained that Mr. Miller was the owner of the land m question. The creek was formerly the boundary, and Mi* Miller specially acquired the strip of land from Mr Graham to get a .satisfactory fence line. Subsequently the Council took a strip of land to improve the road line, and this Mr Miller now considered interfered with his fence line. - What Mr Miller complained of was the selling of a portion of the land not required by the 'Council to the adjoining owners.— Ct* ..Reynolds moved that the Engineer should meet Messrs Miller, Benson and Witters on • tho ground, with a view to settling the difficulty.— Cr Tombleson suggested that instead of going to the expense of transferring, the Council should give Mr Miller a. right to erect a. fence line. After further discussion Mr Reynolds' motion was agreed to.
The chairman moved the confirmation of a special order respecting the heavy trafiie m the Waiugakc riding.— Mr LysiKir complained that when the matter avus previously before the Council he had moved for the inclusion of- the whole of the roads Avithin the County, but had been ruled out of order. He had specially desired the protection of the Gentle Annie road, over which there Avas now a, great deal of heavy carting nnd the result would he that it would be cuit. to pieces, lie would giA-e notice of motion for the inclusion of the whole of t,ho roads m the Patutahi riding.
The chairman moved the confirmation of, a special, order for tlje raising of. £450 for tho erection of the bridge at Porter's crossing.— Carried.
