THE CZAR FRIENDLY. Electric Telegraph-Copyright— United Press Association. London, Feb. 24. The Daily Telegraph states that the Czar indignantly rejected a plan of General Kouropatkin, Minister for War, for the siege of Herat. General Kouropatkin stated everything was prepared for the siege, and England's hands were tied. The Czar, however, declijid to profit by the weakness of a friendly State, and declared he would act with the strictest neutrality. Feb. 25.— Half-a-million of Russian gold has been received in London to enable Persia to discharge her indebtedness to British creditors and freeing the Customs revenues of seaports under British control. A Russian cruiser has arrived at Banderabbas. Ihe British cruisers Pomone and Sphinx have been ordered thither.
