THE NAVAL PROGRAMME. Elootrio Telegraph— Copyright— United Press Association. London, Feb. 24. The British navy is held in readiness for immediate mobilisation if necessary. Mr Goschen has submitted the naval estimates. The total is 27J millions. It is proposed to build two new battleships and six first-class armored cruisers, and to add 4240 men to the strength of the navy.
