Loyal addresses will be presented to His Excellency the Governor, the Wellington Navals and Garrison Band forming a guard of honor on hat occasion. The Premier, though better generally, has fallen off greatly in weight, and will still have to be in the hands of the doctors for some time. No Cabinet meeting was held to-day, as Sir Harry Avas somewhat indisposed after his trip up. Ministers had an informal talk this afternoon. It is pretty well settled Sir John Hall and the Hon. Mr Russell will be delegates to the Federation Conference. Government have abandoned hopes of having a big surplus, since the customs receipts have persistently fallen off.
