FRANCE AND RUSSIA.

In view of the present attitude of Russia, referred to in our cablegrams the following remarks were, according to the Paris Figaro, recently made by a cousin nf\the Cz*r, the Grand Duke Nioholaa : — F*uUce makes ready for her revenge, and she does well. But she shows her great good sense in refusing to be moved by the continual vexations of her neighbor. May she continue to prepare and to perfect her armament, and to make her soldiers heroos, like tho»3 vrhose exploit* are famous in history. On her side Russia does not remain inactive. She labors Bverywhore to destroy the German influence. All our family, as everyone knows, love Franca. All the efforts of the Czar are directed to diminish more and more the German influence which at one time was great among our dignitaries. Soon our whole Government will contain only men who love Fr »nco. Till then, I repeat, let not France disturb herself, for at the present moment it will bo difficult to obtain her effective alliance in case of war. In * short time all obstacles will have disappeared, and I will be the first in case of war to range myself in the ranks of the French army, which I love with all my heart. My example, you may be auro, will be followed by many Russiaus.
