London, January 18. The Bank of England has reduced rate of discount to 4 per cent. It is announced that the existing division, of postage between the Home and Colonial Government will continne until the expiration of the present contract with the Peninsular and Oriental Company. The French Ministry made their statement of policy to-day. Ministers declared that, like the country, they were Republican. They said they were actuated by pacific motives, and promised vigorous measures to make the termination of existing commercial treaties profitable to the Republic, without departing from the principles of free trade. Changes of an anti-Republican nature should be avoided, as detrimental to best interests of the country. The Ministerial statement was coldly received.
