THE RUSSIAN ARMISTICE. United Press Assn.—By Electric Telegraph.—Copyright. TOKIO, September 16. The Japanese deny that a nonaggression pact with Russia is contemplated, that Germany arranged the armistice and that Germany can change Japan’s Russian policy. The armistice is being presented as part of Japan’s plea for peace in China. The Russian invasion of Polar? shows Russia has serious reasons foi desiring peace on her eastern frontiers and is prepared to throw Marshal Chiang Kai-shek overboard.
