DIS-ESTABLISHMENT PROPOSALS.

The Archbishops’ Commission on relations between the Church and the State, appointed as a result of the Prayer Book controversy, rejects dis-establishment as a remedy for the Church’s present difficulties if other means are devisable of securing Church freedom of action in things spiritual.

It recommends a round-table conference to endeavour to reach an agreement on the Prayer Book, after which there would he a request for Parliamentary enactment, giving the Church new powers in spiritual matters without submission to Parliamentary control and approval. It recommends the creation of a final Court of Appeal of Ecclesiastical Causes in place of the Privy Council, the establishment of a Bishops’ Tribunal to investigate charges and complaints against bishops. The report expresses the conviction that the case for disestablishment is strong Some consider it preferable to an indefinite l continuance of the present relationship of the Church and the State, but it would be a mistake to assume that disestablishment would give freedom and power of development.
