The text of the British Note authorising Austria to raise a short- term army of 8,000 by voluntary enlistment emphasises the temporary and exceptional character of the force and the fact that the limits prescribed in the Treaty of Saint Germain will not lie exceeded. It adds: “Britain will raise no objection to the establishment and maintenance of this auxiliary force as long as the special circumstances continue, foremost among which is the. rank terrorist campaign against the Austrian Government and defensive measures adopted by Dollfuss against the elements of disorder.”
