CONSTITUTIONAL STRUGGLE PROBABLE. LONDON, April 2. The Toronto correspondent of The Times reports that the Government has been forced to abandon its Tariff Commission Bill and its Highways Subeidy Bill, owing to the Senate insisting on amendments. He expresses the belief that this marks the beginning of a constitutional struggle. Parliament has been prorogued. OTTAWA, April 2. The Liberal party in the Senate killed the Highways Bill, a measure intended to give Canada great provincial roads ; the Tariff Bill, providing for the establishment of a non-political commission, the subsidy to the Ontario railways, and inserted amendments to the Grain Bill. The Conservatives are bitterly disappointed over the loss of their four chief measures. An effort is pending to tack the measures on to next session's Supply Bill, thus preventing the Senate from touching them.
