Mr Morgan* Shuster, the Treasurergfeneral, says that the success of his scheme of financial reorganisation is incompatible with Russia's attitude. He blames both Russia and Great Britain for interfering with Persia's regeneration. October 19. The ex-Shah has arrived at Askabad. LONDON, October 20.
Reuter advises that the Persian Government has addressed a Note to Great Britain protesting against the despatch of troops to Shiraz, where everything) is now tranquil. The presence of troops, it says, will only tend to increase Persia's difficulty in maintaining order.
