"The Ljfe of the Late Duke of Devonshire," now published, is reviewed as a notable contribution to history and the story of a scrupulously honest statesman. There is a remarkable chapter on the crisis of 1903. Mr Chamberlain's letters show that he would have delayed, or perhaps have abandoned, the advocacy of tariff reform had he known of the Duke of Devonshire's opposition before committing himself to that policy.
