LONDON, January 5. The Telegraph reports that there is great indignation in Dover over the Admiralty not permitting the Graving Docks Company to construct, in pursuance of an Act of Parliament, a graving dock large enough to admit a Dreadnought, alleging that the position is too exposed in wartime. The scheme is estimated to cost £4,000,000, affording employment to hundreds of the unemployed.
